An undeveloped metahuman who fought Angelica Ming while she had absorbed Dale Webster, giving him dark energy powers in the process. His last name is Filipino, suggesting that he was just an ill-intentioned metahuman who ran up against Ming in her adopted territory of San Francisco. His powers and history are left entirely up to the GM, as is whether Dap got his powers from the same encounter that he gave energy to Webster or whether this was another meeting between Leo Dap and the People's Collective.
